I remembered where the story came from. It was Chris Jericho's book.

Excerpt from a review of the book describing the incident.

And there was a big-time "Meta" moment for me early on when Jericho talks about striking out while meeting Arnold Schwarzenegger, with Chris being all school-girly around him and Ahnold responding to every question and statement with "ABSOLUTELY!" It was surreal for me to read because when I was nine-years-old, the movie Kindergarten Cop was filmed at my school, Astor Elementary in Astoria, Oregon. Arnold was a total asshole who did everything he could to avoid being around the students, but a friend and myself somehow managed to get close enough to talk to him.

"Do you like our city?"

Absolutely.

"Will you film the sequel here?"

Absolutely.

"Can we have your autograph?"

Absolutely.
