They are just using this argument to kill net neutrality. They said themselves that they are fixing the problem by upgrading the backbone. It's a problem that they caused by not upgrading sooner. If they had acted sooner, then they couldn't cry about it to congress.

Why did you have to ruin our fellings of despair?
