Kevin Feige even said something along the lines of, "Since we don't have Hank Pym in our universe yet, we'll have to introduce Ultron in a way that makes sense for our version of the universe." I mean, I can actually kind of forgive Iron Patriot's absence, since he works for the government, and he may not have final say in his missions. But Falcon? Falcon just saved Cap's ass, time and time again, when it turned out the SHEILD was actually HYDRA, the fact that Hawkeye is still around and we don't get Falcon boogles the mind.
