Based on the graphic novel:

Well, it can if someone built some mountains around them... and... okay, I got nothing here. Someone just thought it would look cool. Better to just move along without thinking about the fail at physics.

If a giant volcanic eruption buried a city over thousands of years, it is conceivable that it would reach the height of a skyscraper. Alternatively, an explosion that buries the city could work, as long as you're okay with aliens attacking, why not that? I'm okay with it.
