As a writer, I'm inclined to say writers, because, without us, the artists wouldn't have a story to draw. Additionally, we help them with mood and pacing. However, art is what sells a book. With comics, people always see the art first. No one can say otherwise. The cover is the reason people grab an issue from the shelf, so, from that angle, artists are more important. But truthfully, we can't exist without one another. Artists could write their own stories, but those tend to suck (look at early Image). And writers could learn to draw, but chances are the art won't be worth the paper it's printed on. So we have to work together and can't worry about who's more important.
