It's one thing to recast Khan as a white guy but to add the fact that they actually changed him into a white guy is ridiculous. It's not like anyone was going to recognise him. I'd wager that people will still recognize Hitler in another few centuries. Maybe not everyone, but enough that it makes sense that Section 31 would change Khan's face so he could actually function as a secret operative.
