He's manipulative and shortsighted but he's not training thousands of men to abuse and lie and kill in his own image. He's practically Colonel Kurtz, ruling his own Fiefdom. Let's not forget how many years he has run the camp there, ruining young cadets' lives forever and grinning smugly.
