He wears a very similar jacket to what he wore and his hair resembles that of his. Plus, there's a quick second shot of his face that really makes him look like Kennedy. It's suppose to be set & years from the Raccoon city events of Resident Evil 2&3, which would put it about one year after Leon's story from Resident Evil 4, and two years after the Umbrella Corporation was destroyed.
