My take on Chill's intent at the hearing was that he was lying when he said he felt bad, only because the Roman says that in jail Chill lied about how Thomas Wayne begged like a dog. He did it with Falcone, and I think that's why he did it with Rachel, he knew she couldn't escape once she was down there and he wanted her honest dread-filled reaction before he used the gas. Scarecrow has always been obsessed with fear and experimenting on people, so I thought this fit perfectly with his character, he wouldn't strike straight away he would savour it. A perfectly sensible person would have dragged Rachel to a closet and shot her. Crane would brag about his operation, toss out a couple one-liners, and then use fear gas to kill Rachel.
